Air Freight to Belarus via Moscow: How Customs Transit Works

Air Freight to Belarus via Moscow: How Customs Transit Works

Air freight logistics to Belarus have changed significantly in recent years. With a limited number of direct international flights to Minsk, a substantial share of cargo from Europe, Asia, and the Americas is now routed through transit hubs, including Moscow airports.

While this routing may appear more complex at first glance, customs transit through Russia has become a well-established, transparent, and reliable solution that enables shipments to reach Belarus from virtually anywhere in the world.

Why Are Shipments Routed via Moscow?

Today, only a limited number of airlines operate direct international services to Minsk. At the same time, the volume of cargo requiring transportation to Belarus exceeds the available capacity of direct routes.

Using Moscow airports as transit hubs allows shippers to benefit from the extensive global networks of major international airlines and ensures access to a much wider range of origins worldwide.

What Is Customs Transit?

Customs transit is a special customs procedure that allows foreign goods to move through a country’s territory without payment of import duties and taxes until they reach their final destination.

Under this model, cargo arrives in Moscow, undergoes terminal handling, is placed under the customs transit procedure, and is then transported by road to Belarus, where import customs clearance is completed.

For the consignee, this means:

  1. The shipment is not customs cleared in Russia.
  2. Russian import duties and VAT are not charged.
  3. Import customs formalities are completed in Belarus in accordance with Belarusian and Eurasian Economic Union (EAEU) regulations.

How the Process Works

1. Air Transportation to Moscow

Cargo is shipped from the country of origin to one of Moscow’s major airports, including Sheremetyevo, Domodedovo, or Vnukovo. During this stage, AAA Cargo coordinates with airlines, monitors shipment status, and prepares the required documentation.

2. Terminal Handling

Upon arrival, the shipment is processed at the airport cargo terminal. This includes unloading, document verification, cargo inspection, and, when required, temporary storage.

3. Customs Transit Declaration

A transit declaration is prepared and submitted to customs authorities, allowing the cargo to move onward to Belarus under customs control.

4. Road Transportation to Belarus

Once released under the transit procedure, the shipment is transported by truck to Belarus. Upon arrival, the transit procedure is completed under customs supervision and import customs clearance is carried out.

Required Documents

The standard documentation package typically includes:

  1. Air Waybill (AWB);
  2. Commercial Invoice;
  3. Packing List;
  4. Certificates of Origin and regulatory permits, where applicable.

Certain categories of goods, including pharmaceutical products, may require additional documentation such as import permits, certificates of analysis, temperature records, or other compliance documents.

Benefits of the Transit Solution

  1. Access to virtually any origin worldwide.
  2. Utilization of major international airline networks.
  3. No import customs clearance required in Russia.
  4. Transparent and proven transportation process.
  5. End-to-end coordination by AAA Cargo specialists.
